Just 11 miles east of downtown Tampa is the community of Brandon, Florida. Marijuana use in Brandon and Hillsborough County is also higher than in the rest of Florida, with 10% of adults admitting to using marijuana or hashish in 2016, compared to 7% in the rest of the state.³

Opioid use and overdose deaths have been on the rise.⁵ In 2020, about 409 people in Hillsborough County died of opioid overdose, compared to 217 in 2019.⁵ Emergency Medical Service providers responded to 2,064 suspected non-fatal drug overdoses, 700 of which were due to opioids.⁵

Substance use and mental health are such a concern in the county that it was the top priority addressed in the Department of Health-Hillsborough’s Community Health Improvement Plan for 2020-2025.⁶ Hillsborough County officials collaborated with neighboring counties of Pasco, Pinellas, and Polk to develop a coordinated plan to address these issues.⁶
